this reminds me of the issues I have with the Young Person's Railcard in the UK. I ordered one, to save 1/3 off rail fares. My first rail journey with it, and I get stung; the inspector wanted to see both parts of the card - I only had the laminate with my passport photo, signature and expiry date. He also wanted the handwritten receipt from the station I bought it at. I was furious - I had to end up paying the extra 1/3 I had saved, on top of paying for my largely useless Railcard! Why didn't the laminate suffice? Weird.
